This Event organised in the framework of the Italian Presidency of the Council of the European Union in the Health Sector.
The principle of subsidiarity is a pillar of the European Union governance model. The EU “in areas which do not fall within its exclusive competence, shall act only if and insofar as the objectives of the proposed action cannot be sufficiently achieved by the Member States, either at central level or at regional and local level, but can rather, by reason of the scale or effects of the proposed action, be better achieved at Union level” (art 5 of the Treaty on EU).
Subsidiarity does not merely refer to the relations between the Union and its Member States, but is also an overarching principle of governance that can also apply to the sub-national level. In most countries the regional and local levels constitute an important element of governance. Particularly in health, regional authorities play an essential role in the organization and the management of the health system in several Member States.
This event, organized under the patronage of the Italian Presidency of the EU Council, aims at discussing the relations between the various governance levels in the field of health policy. It will explore ways for strengthening collaboration and synergies between Regions and National Governments as well as fostering support and guidance provided by the European level.
