EuroHealthNet Analysis of the Multiannual Financial Framework 2021-2027
A healthy EU budget?
Health is an enabler of social and economic participation. It is therefore vital to address key factors that undermine people’s opportunities for good health and wellbeing.
Earlier this year the European Commission published a set of proposals for the next EU budget 2021-2027, the Multiannual Financial Framework. Many of the areas affected by the EU budget are relevant to health – an issue most Europeans want more EU action on1. EuroHealthNet has therefore produced brief analyses of 14 budget proposals from a health and health equity perspective. They cover a diverse range of topics including research, education, agriculture, investment, the digital agenda, and structural reform as well as those traditionally associated with health and social issues.
“Health, prosperity, cohesion, and sustainability are intrinsically linked.” Explained EuroHealthNet director Caroline Costongs “Proposals for the health programme alone, which amount to an estimated 13 eurocents per person per year*, will not alone make a sustainable difference to people’s lives. It is crucial that the whole Multiannual Financial Framework is coherent, contributes to people’s health and wellbeing, and supports the implementation of the Sustainable Development Goals. Our analyses show that more needs to be done to achieve that.”
This summary report has been produced for all those who will be involved in the budget negotiations, particularly those not directly related to health, to highlight the effects of the proposals, and summarise needs and recommendations. It is also for all bodies working in health – international, national and regional – to help them prepare for future changes and identify opportunities to shape the future budgets to meet their needs.

*We reached the annual spending per person figures by dividing the current and proposed budgets by 7 years (the length of the budget period), then by the number of citizens in the EU. For the period 2021 -2027, a population of 443m citizens is assumed (current population minus UK population).
