EuroHealthNet’s activities take place across three complementary platforms covering policy, practice and research. A core management and administration team unifies and builds connections between the platforms. Within the core team, communications activities amplify the messages and expertise of the EuroHealthNet Partnership.

The core team is responsible for EuroHealthNet governance, strategic planning, and member outreach efforts, as well as administrative matters such as finance, human resources and operations. Programme Managers, in close cooperation with the Director, oversee the inter-relationships between EuroHealthNet’s core operating grant and our other European projects and alliances while ensuring the overall coherence of the business plan and alignment with strategic objectives. Project work enables collaboration with members and key stakeholders, supports policy design and advocacy, drives implementation and advances research in the field of health inequalities and determinants of health.

EuroHealthNet’s Policy Platform monitors and influences national and European policies related to health, health equity, social rights and wider determinants which affect health and wellbeing, advocating for cross-sectoral policy making based on evidence and good practice. The focus of our Practice Platform is to support the implementation of strategies and methods to  reduce health inequalities and to improve the relationship between policy and ‘real world’ conditions. The  Research Platform identifies and promotes evidence-based approaches to  health, equity and wellbeing, in collaboration with decision makers and researchers.

EuroHealthNet is currently looking for another Programme Manager. The successful candidate will join our management team, currently composed of the Director and two Programme Managers. This is a position of high visibility and high responsibility, providing ample opportunities for professional growth and development. The Programme Manager will work on specific tasks as set out below, but would also be encouraged to contribute wider experience and knowledge to ensure credible, accurate and high-quality outputs across the EuroHealthNet work programme.

Accountability

The post is directly accountable to the Director, with constant liaison and coordination with other Programme Managers and the operations and communications team.

The purpose of the role is to oversee key activities of EuroHealthNet, provide strategic guidance as well as ‘hands-on’ support to platform and project coordinators, and develop and control budgets and deadlines to achieve expected results. Responsibilities

  • Manage the day-to-day implementation of components of EuroHealthNet’s Business Plan, in close liaison with the other Programme Managers and Director
  • Manage our key events (such as the General Council Meeting, Annual Seminar, Country Exchange Visits, Capacity Building workshops) ensure quality outputs and outcomes,  and engage members in the delivery of our strategic objectives,
  • Support finance and human resource tasks in the EuroHealthNet office, in close cooperation with senior operations coordinators. Ensure the sound management and transparency of administrative operations, and organise staff training
  • Overseeing the EuroHealthNet communications calendar in line with outputs and deliverables across the three Platform and coordinate the timing of EuroHealthNet mailings, releases, and statements in relation to the European policy environment and in close cooperation with the communications team.
  • Oversee and contribute to assigned projects (e.g., Horizon Europe, Erasmus+) in close liaison with other staff and the Director; ensuring milestones and goals of assigned projects are of high-quality and delivered on time.
  • Representing EuroHealthNet in high-level fora and serving as a chair or moderator in relevant events
  • And more generally contributing to:
    • Help develop new projects and opportunities for funded work, including proposal writing and consortium building for EU-funded programmes
    • Build, maintain and nurture strong professional relationships with EuroHealthNet members, officials of the European Institutions, European civil society actors, and other key stakeholders (e.g., academia) to further strengthen the partnership.

Profile

Essential

  • Proven experience (8-10 years) in programme/project management and coordination and a solid background in project management techniques and methods
  • Good understanding of, and experience in, health or health-related issues (in particular, social determinants of health, health systems, social justice, climate and environment); understanding of EU policy making processes and institutions
  • Exceptional written and oral communication skills in English; other languages a plus
  • Previous experience working on EU-funded projects (including proposal development); experience working in international settings (e.g., with EU Member State authorities)
  • Minimum master level degree in a relevant field such as public health, social sciences, humanities, communication or health related fields
  • Capacity to deliver high-quality results in a timely fashion and to work independently and in teams; ability to foster collegial and supportive relationships with teammates
  • High level of organisation and attention to detail; ability to prioritise and work efficiently on diverse and fast-moving tasks
  • Proactive mind-set and pragmatic approach to problem solving
  • Passionate about reducing health inequalities and a good understanding of measures needed to do so

Desirable:

  • Experience with finance and human resources, including project and programme budgets, staffing, and training.
  • Experience in event planning and management
  • Proficiency with Microsoft Office tools, including Teams and SharePoint
  • Pre-existing professional relationships with civil society networks, European Institutions officials, and other stakeholders relevant for effective implementation and dissemination of EuroHealthNet activities
  • Experience copyediting and proofreading English-language written materials (briefings, mailings, reports)
  • Knowledge of other European languages

Practicalities

This position is offered on a full-time basis according to Belgian national legislation. All applicants must be qualified, eligible and able to work in Belgium.  We are unfortunately not able to provide financial assistance in relocating to Brussels or Belgium.

The Programme Manager will work in close coordination with two other Programme Managers (each responsible for different components of EuroHealthNet’s work programme), and report directly to the Director.

The monthly gross salary range for this post is €4,500 – 5,500, depending on experience and qualifications. EuroHealthNet offers extra benefits such as meal vouchers, financial support towards the use of public transport to work, and hospital insurance.

The post will include teleworking and office work. The successful candidate will be supplied with necessary materials to work remotely, as required (e.g., laptop).
