Responsibility for public health was transferred to Blackburn with Darwen Borough Council from the National Health Service (NHS) on April 1, 2013, under government reforms brought in by the Health and Social Care Act 2012.

The role of public health is to improve the health of local residents, prevent risks to public health and reduce health inequalities to help people live longer, healthier lives. Public Health is responsible for the delivery of a wide range of services including stop smoking, alcohol and drug misuse services, public health services for children and young people aged 5 to 19, the national Child Measurement Programme, weight management, NHS Health Checks, accidental injury prevention, dealing with health protection incidents and sexual health services. From 2015 public health within the local authority will also assume responsibility for the commissioning of services for the 0-5 age group.
